A message from our Chief Executive: New Glasgow Life Business Plan 2025-2028

Dear colleagues

This spring, as we launch our new three-year Business Plan taking us through to March 2028, I’d like to take a moment to thank you. The progress we’ve made implementing the 2023-2025 Business Plan has laid strong foundations, and your commitment means we are now ready to move forward with confidence and ambition.

Over the past two years we’ve made a difference in Glasgow’s communities through our transformational culture, wellbeing and physical activity programmes and partnerships. At the same time, we have continued to invest in the city’s libraries, museums, and leisure facilities, and hosting world-class events. 

Together, we’ve shown what’s possible when we stay focused on our mission—and in the years ahead, we’ll continue to advocate for the power of culture and sport to change lives, improve community wellbeing, support Glasgow’s economy, and reinvest in our shared future.

Glasgow Life has played a leading role in shaping citywide strategies for culture, physical activity and sport, libraries, community learning and development, tourism and events. Co-created with the people of Glasgow and our partners, these strategies are now guiding our work into the future.

Our Business Plan is a shared roadmap that shapes our work over the next three years. As we move into this next phase, our focus turns from strategy development to delivery. The 2025–2028 Business Plan sets out our approach—rooted in a renewed sense of purpose, ambition and determination. It outlines how we will build on our coordinated and consistent approach to community engagement, and how we will adapt to be more representative of Scotland’s most diverse metropolitan area.

I encourage you to read it and consider how you can help to deliver exceptional services for the people of Glasgow and continue championing the city on every stage.

Working closely with Glasgow City Council, we’ll continue investing in the city’s libraries, leisure centres, museums and community spaces. Our services and programmes will remain focused on contributing to the city’s goal of reducing poverty and inequality for the decade ahead.

We know that the landscape shaping the provision of cultural and leisure services remains challenging. That’s why we will continue to champion the value and impact of our work—locally, nationally and across the UK.

A new commercial plan is in development to unlock revenue and support our charitable aims, and a Digital Roadmap will help us stay accessible while keeping pace with technology. Volunteering will remain a cornerstone of our success.

We know how vital Glasgow Life is to the city. Culture, physical activity, learning and heritage offer hope, meaning and connection. They improve health and wellbeing, build civic pride, attract visitors and grow our reputation on the world stage.

Every part of Glasgow Life has contributed to shaping this Business Plan, and I’m grateful to everyone involved in its creation.
