Update from Glasgow City Council on the city's Equal Pay Programme - June 2026

Dear colleagues,

I am writing to provide an update on the development of our new Pay and Grading Structure (PGS), which will support our commitment to equal pay for equal work. Consultations with Trade Unions are advanced and we plan to provide a recommendation to the Council Administration Committee later in the summer for a new Pay and Grading Structure and allowances to be implemented in April 2027.

Since my last update in November 2025, significant progress has been made across the programme. This has included pay and grading modelling, ongoing engagement with the trade unions on the proposed structure, associated allowances and terms and conditions, and the development of implementation arrangements and we continue to consult on these matters with Trade Unions.

I am determined to achieve the best possible results from this process, recognising the significant financial challenges facing the council whilst focussed on delivering a sustainable and fair pay and conditions outcome.

I plan to bring proposals to committee later in the summer. This will be an important milestone and will allow us to give you more detail about the new arrangements and what they will mean for you individually and for the workforce as a whole.

Subject to Committee decision, we plan to issue individual communications to each colleague setting out how the new arrangements apply to their role and circumstances. This will include information on pay, grading, allowances and any other relevant changes, and details of implementation arrangements.

We recognise at this point not all Matching queries from Primary Benchmark job holders have been responded to and the team are working to conclude on these by late summer.

We are also developing clear arrangements for colleagues in roles which will not have a completed evaluation for April 2027 implementation. These arrangements will be finalised following consultation, and reflected in the committee report later in the summer. Job evaluation activity for these posts will continue after implementation where required, and the completed evaluations will determine the final core pay and grading position for colleagues in these roles. As part of our proposals, we plan to introduce the new allowances to replace NSWP payments for all staff from April 2027.

We recognise that the implementation of the new arrangements is of the utmost importance to you and we remain committed to keeping everyone informed as the programme progresses. Further updates will be provided as the proposals are put forward and outcome determined at City Administration Committee which is scheduled for August 2026.
