Update from the Glasgow City Council Chief Executive on new Pay and Grading Structure - City Administration Committee report published – Monday 17 August 2026
Dear colleagues,
The council has today published the details of the proposed new pay and grading structure which, if approved by Councillors on Thursday (20 August), will be a significant step towards ensuring we end pay discrimination.
The new structure has been the subject of intensive consultation with Trade Unions over many months and covers core pay and allowances, replacing WPBR and NSWP for all colleagues who are not teachers. The planned implementation date is April 2027, and we will continue to consult with our Joint Trade Unions on implementation matters.
Colleagues in fully evaluated roles will see both core pay and allowances change from April 2027. Those without a final evaluation, mostly Secondary and Unique post holders, will see allowance changes (if you receive them) in April 2027. Your final evaluation will be concluded at a future point, which will determine your core pay position.
Our proposal represents a significant investment in our workforce which, if approved, would see an increase in payroll costs of over 10%. This means increases to income for over 18,200 employees, and significantly improves our overall gender pay gap.
Huge efforts have been made and will continue to be made to minimise the number of people who will see detriment from the introduction of the new arrangements. I recognise this is no consolation for anyone who will see their income drop. Wherever possible, we will try to mitigate adverse impacts through equitable workforce planning, potential service reforms and exploring redeployment and operating practice improvements.
I know that any proposed change to pay, allowances, and terms and conditions can feel significant and may understandably cause concern, and I would like to assure you of our continued efforts to support you through the period to implementation and beyond.
I want to reassure you that we are committed to keeping you informed, giving you clear information, and making sure support is available as this process moves forward.

The report explains the proposed new pay and grading structure, including:
- The proposed new pay structure.
- How colleagues would move into the new structure.
- The proposed introduction of new allowances to replace Non-Standard Working Pattern (NSWP) payments, along with other allowances where relevant.
- The proposed approach to pay changes, including backdating where appropriate.
- The support arrangements for employees whose pay may be affected, including pay protection where applicable.
- Proposed changes to terms and conditions.
- The planned timeline for implementation from April 2027.
These proposals reflect the results of consultation to date with Trade Unions as part of our overall engagement to resolve our Equal Pay challenges and move to eradicate discrimination and pay equally for equal work.
What happens next
The City Administration Committee (CAC) will consider the report and make a decision on Thursday (20 August).
From 31 August, every colleague will receive an information pack in the post. This will explain what the proposal means for your individual pay and allowances. Your pack should answer many of the important questions you may have.
You will also have the opportunity to speak to your line manager, who will be able to help you understand the information, and further support will also be available. Details of this support will be included in your letter.
We hope that any approved new arrangements will be implemented through collective agreement with the Trade Unions. You do not need to take any action at this stage. We will continue to keep everyone updated.
